Environmental Assessment as Planning or Permitting?

Issues, Opportunities and Insights from Theory and Practice

a seminar by

Dr. Steve Bonnell

Adjunct Professor, Environmental Policy Institute, School of Science and the Environment, Grenfell Campus

Environmental Assessment Practice Leader, Amec Foster Wheeler

Overview: In this Environmental Policy Institute seminar, Dr. Bonnell will provide an

overview of environmental assessment (EA) principles and the various EA processes that

apply to proposed development projects in Newfoundland and Labrador. Based on his

experience as an EA practitioner and his research in this field, he will also explore various

enablers and impediments to the EA process being viewed and used by developers and

other EA participants as an “environmental planning” process, rather than simply as a

regulatory approval and “permitting” requirement.
